The car insurance companies are pretending they are doing something about the "Crash for cash" problem of car drivers being deliberately targeted for insurance fraud. The gov. collude with insurance companies , they are actually more willing to pay out a claim then do anything about the problem. They do however target legitimate insurance claims with a VERY fine comb so as not to pay out.
The insurance companies are in on the scam, and with the government making car insurance compulsory, car insurance is effectively legalised theft with menaces (threats of points/fines/prison).
